Recreational Trails Program
The 2008 grant application period is now closed.
The Recreational Trails Fund Act was signed into law in 1991 as part of the Intermodal Surface Transportation Efficiency Act (ISTEA) of 1991. NRTA provides for the transfer of federal gas taxes paid on fuel used in off-highway vehicles used for recreation purposes. The funds are to be used to assist local communities and trail groups in the development, maintenance or rehabilitation of recreational trails. These trails may be motorized, non-motorized, multiple use or compatible use trails.
Eligibility: Political subdivisions and registered non-profit organizations. Eligible sponsors may receive a grant for up to 80 percent of the total project costs of a recreational trail project.
After a deduction of 12 percent of the state's allocation for administration and safety programs, the balance of the allocation is divided up as follows:
- 30 percent for projects related to motorized trail recreation.
- 30 percent for projects related to non-motorized trail recreation.
- 40 percent for projects relating to compatible use or multiple use trail recreation.
The NRTA program is administered at the state level through the North Dakota Parks and Recreation Department, and federally through the Federal Highway Administration.
A Recreation Trails Committee of private, state and federal individuals evaluates and rank project applications for funding. Meeting minutes for 2007 allocation of funds.
Since it inception in 1993 North Dakota has received $4,300,000 in RTP funds and has funded over 150 projects throughout the state.
